The National Highway Traffic Safety Administration (NHTSA) defines a defect
as any defect in a component, material, performance, a component, or construction
of a motor vehicle or its equipment that:
- Poses a risk to motor vehicle safety, and
- May exist within a group of vehicles with the same design or manufacture,
or with items of equipment from the same type and manufacture.
Safety recalls can be made independently by the manufacturer, or they can
be ordered by the NHTSA. In either case, the NHTSA monitors the safety
recall to ensure that the manufacturer provides vehicle owners with free,
safe, and effective remedies which comply with the Safety Act and federal
regulations.
